Buyer unable to cancel an order
The item hasn't been shipped and trying to cancel the order I get this message as the buyer. I've seen this happen before. Anybody know why this happens? Can the seller put restrictions on buyers canceling orders even though they haven't shipped

You can't go by if you received tracking information. They might not have upload tracking yet.
WHY even buy and PAY for something you did not want?
Buying items on ebay with NO intention of following through is not allowed.
It was wrong of you to leave that negative for the seller for YOUR mistake.
The seller could actually report you for your negative feedback.

Did you pay for the item in that 15 seconds? If you have not, then there is no order to cancel. If you do not pay, you will get an unpaid item strike on your account. If you did pay, you can only request cancelling an order. Once you committed to buy the item, you entered into a contract with the seller. A contract cannot be cancelled unilaterally by any one party to the contract, it takes both parties to agree. Read the info in the link below, about cancelling a transaction as a buyer.

FYI, Your reason for requesting a cancellation is not the same as the one originally written over 3 months ago. You should have written you own topic about your issue. Using the Start a conversation button in the blue Buying box above on the left. Piggy backing on an older topic will get fewer readers and responses.

@kcstuntman0 5 seconds, 15 seconds, 15 minutes, it doesn't matter how fast you ask after the end of the auction. If you paid then the seller can ignore your request, decline or cancel. It is their choice.
However, if you have not paid and the seller ignores you and doesn't respond within 3 days eBay will automatically accept the cancellation.

Buyers can ask to cancel, that request may be granted or denied by the seller.

Since you sell on ebay, you should know a buyer cannot unilaterally cancel an order, the seller has to agree to cancel as well. While smart sellers will agree to a cancellation some of the high volume ones often do not respond, or won't cancel, and they are not required to do either.
I am guessing your issue is with one of the high volume sellers you bought from recently. In looking at several of their feedback profiles, while a few have a decent feedback percentage, some still have a lot of negatives for slow shipping. You need to check the profile pages of any seller you intend to buy from these days, and read their negative and neutral comments. Never go by a percentage alone.
FYI, if you file a formal cancellation request, it will cost you your ebay MBG protections, for not as described, so you should wait until the last estimated delivery date has passed before filing an item not received dispute. Then the seller has to refund and gets a ding on their account.

·3 years agoEbay does not let buyers willy nilly cancelling orders. You have to ask the seller to cancel for approval.

·3 years ago@thingsyouneed A buyer can cancel within one hour of purchase. After that, you need to request cancellation from the seller (I always cancel if my buyer asks me to).

Likely the listing had immediate payment required and you already paid. Makes the transaction more complicated than if the seller had not received payment yet, extra hoops to jump through.

·3 years agoSeller can cancel any time before the item is shipped if the buyer asks for them to do so.
If the item is not shipped or received by the time shown in the listing, open an item not received case.
Guess the OP has been lucky, having been a buyer/seller on eBay since 1997, would think they would know how this works.

·3 years agoContact the seller to see if you can work something out. That what you need to do. Canceling orders needs to be done within one hour of paying after that you need to ask the seller.
