Per eBay's rules shipping is always separate from an offer, so you're within your rights to charge it. That said, if you don't wish to offer free shipping on the sale it's probably better to simply cancel it as buyer requested. Most buyers are clueless that notes on offers aren't binding, and an unhappy buyer can retaliate with bad feedback, a bogus 'not as described' return, or both.

·5 months ago@rleverbaroque1495 You do not have to refund the shipping and I wouldn't. I would also want to get out of this sale and block the buyer, becuase they are going to be a problem no matter what you do.
I would cancel the order and use the reason that there is an issue with the buyers address. I'd follow up with the buyer in a message, telling them that they accepted the offer, which included the shipping charge. If they wanted something else, they should have declined the offer and messaged you instead of accepting it.
Inform them that demanding a refund of the shipping after the purchase is a violation of the eBay abusive buyer policy, and that the order has been cancelled and their account reported to eBay for that reason. The idea here is you want to send a strong message to the buyer not to report the cancellation to eBay because you blamed them. You also want to reduce the risk of them leaving negative feedback. They need to think their eBay account is at risk for violating policy. I'd also make sure to actually report them, because they did violate policy by demanding that.
You may save the attached image and attach it to the message of your buyer if you'd like.
