Both seller and eBay refusing to refund shipping on an order I never got!
I can't believe this, I ordered something to be shipped from the US to Canada through eBay's global shipping program, once it arrived at eBay's shipping center there was no further update for weeks.
I did ask for a refund to the seller which I realize is probably the cause of the problem, I should have waited to be able to file an item not received case.
The buyer refunded just the item incorrectly claiming it shipped for free (it may have seemed free from his end as he shipped to the US eBay shipping center).
I then filed an item not received case to have the shipping fee refunded and even eBay somehow claims this isn't covered! I will not let this go until I get the shipping refunded, this is completely unacceptable.
If it goes that far I will stop buying on eBay entirely if this is the sort of company they are.
What can I do to get the shipping refunded? So far I appealed eBay's decision to not refund the shipping and am waiting on that.
Thank you

·3 years agoThe seller was not responsible for the non-delivery.
His responsibility for delivery ended at the GSP plant in Erlanger KY.
The GSP takes over responsibility for delivery at that point.
So your first error was asking the seller to reimburse you.
I take it this was done outside of the Money Back Guarantee and eBay's Claims process.
Your Item Not Received dispute should have been filed only after the last estimated date for delivery.
It sounds as if you bullied the seller into refunding before that.
When you filed the INR, after the delivery deadline, you did not apparently specify that shipping was handled by the GSP nor did you ask for a GSP specialist.
What happens normally is that GSP refunds promptly and with no questions asked. When the item shows up (and most are delayed not lost) GSP does not want it back. You get your purchase and your money.
But the seller does not owe you money he never received, which are the import fees you paid GSP to cover duty (on items over $150Cdn) , sales taxes(on items over $40 Cdn) and a small service charge (~$5).
EBay did not receive the money. At best they processed the payment through their Managed Payments program to transfer it to your seller.
You made up your own system for refund. That doesn't usually go well.

OP3 years agoThat's incredibly rude and insulting to insinuate I bullied the seller. I simply asked him if he could check what was happening as the tracking hadn't updated in 2-3 weeks, he then responded saying it was probably lost in transit and asked me if I wanted him to reship or refund and I responded I wanted a refund as by now if it's re-shipped I wouldn't get it by the time I need it.
eBay just updated the tracking to "Item cannot be exported" which is absurd as it's just a box of bubble mailers.

·3 years agoIf tracking showed delivery to the GSP location in Kentucky, the seller shouldn't have refunded anything. Any case of INR would be through ebay. I'm not sure why the seller would have refunded anything or why you would have expected the seller to refund money.

OP3 years agoActually the tracking shows delivery to Glendale Heights, IL, is that another shipping center eBay opened?
I realize I should have filed an INR first and that's probably why I didn't get a full refund. Now that I filed an INR after the seller refunded the item eBay says this purchase isn't covered.

·3 years agoWhat is the reason given for not being covered? Did the seller list the item in the correct category?

·3 years agoEBay is transitioning to a new Global Shipping and is gradually moving to a new shipping center in Glendale Heights. The only difference that would relate to you is that Pitney Bowes doesn't operate the new center, eBay does.

·3 years agoDid the listing state that it had free shipping? If so, what you paid wasn't classified as shipping, it was customs/duty charges. And those are refunded separately, since those are not funds the seller ever received.

OP3 years agoNo it did not have free shipping, very few items ship for free to Canada. The additional funds were clearly listed as the shipping cost.

·3 years agoThe seller can only refund what they received. I suspect that the additional fees were customs charges. If that's the case, those fees will be refunded by either Pitney Bowes or eBay. The process may take a couple of days.

OP3 years agoWhen I filed an INR case in such situations I got the full amount refunded. eBay is now clearly stating they will not refund the shipping cost.
