If I block a buyer...can I still send that buyer an email which the buyer will receive after being blocked?

Yes you can send the buyer a message, but they will not be able to reply to it because communications from that buyer are blocked.
You could unblock the buyer so they can reply, and if what ever you're trying to accomplish does not work out, add them back to your BBL. If you are worried that in the mean time while the block is removed, they may make a purchase, do not unblock them.
