If you have read the information in the link given to you by @stumcneil, it is lacking some information that should be there.
The information is about Open Transaction limits. Open transactions are:
Items you have committed to buy but have yet to pay for.
Offers you have sent, that have yet to be accepted, declined, or time out after 48 hours.
All bids placed on an auction, even ones, that were outbid. Those bids remain active until the auction ends. That is because another bidder could retract their bid(s) or the seller could cancel another bidder's bid(s) leaving you the winner.
You are allowed a rolling number of 4 or 5 open transactions that you can have at any one time. As you pay for items you get the number of open trans actions used for an auction or offers back to use. The open transaction limit goes away when the buying limit is lifted.

We don't like bidders who don't pay up on the auctions in a timely matter.
Why...because you have no history of buying or selling or paying on time.

·2 years agoNew buyers can run into that. It will ease as time goes on. New sellers also have item listing limits. Just a new account thing.

·2 years agoIf you are getting message it is because you have items that you purchased but ended up not paying for them.
sellers can block anyone who has 2 or more unpaid item strikes.
