Are you a victim of ebay supporting seller fraud and ebay not providing money back guarantee?
Summary: In the discussion about eBay's handling of seller fraud, several participants expressed frustration over issues with non-delivered items and lack of refunds. hro0148.hpdouvoo8 shared concerns about a FedEx-related scam where deliveries are falsely marked as completed. christworks advised submitting proof to payment sources and questioned the methods of providing evidence to eBay. abcdef_939 reported not receiving items or refunds despite following procedures, expressing dissatisfaction with eBay's response.
I purchased an item from a seller [removed by moderator]. They said they used ebay SpeedPak. After the purchase they indicated they shipped 2 packages - one via USPS with no tracking and one via FedEX with tracking to a different home in my town. Needless to say, I never received ANYTHING and my Ring camera is proof. I believe ebay may be denying the money back guarantee to buyers to prevent loss of seller fees in cases of mail fraud. If ebay a) allows sellers to state they use SpeedPak then b) allow sellers to ship via a different carrier without tracking, then c) refuse to provide the money back guarantee when buyer proves seller committed mail fraud then ebay is party to that mail fraud if they knowingly support the sellers that claim to use ebay's proprietary system (i.e. when buyers have definitive proof of such fraud). Have others experienced sellers providing clearly fraudulent shipping information and ebay denying money back guarantee?

eBay's Money Back Guarantee (MBG) does work but there are terms and time frames that have to be met to get refunds. They do not just refund buyers on their say so. You need to know what the terms are for it to work.

@abcdef_939 , Did you read the terms of the MBG before filing a dispute back in December?
The fake tracking scam that you both seem to have experienced is something ebay cannot deal with easily because of Federal postal privacy regulations. They cannot access a shipping label to see the ship to address on it nor can they see the package type/size/weight info. Neither of you can get the info from a shipping agency without jumping through hoops to get it, since neither your names or addresses are on the labels. If FedEx won't give you the info because of the Regs, so why would they give it to ebay who is not a party to the shipping contract as the sender or recipient?

"I have offered to send ebay photos of the items setting at a random door .ebay doesn't investigate".
How is ebay supposed to know that the photo was not taken at your door, or that you are providing a photo of someone else's door as your own? There are buyers who try to scam sellers after all. eBay's customer service is handled by a 3rd party call/chat center whose reps only reply to issues with what ebay gives them in the play book they read from. Those type C.S. centers do not allow their employees to do online searches receive emails outside of the incoming chat requests, or to make phone calls.

·2 months ago@chrismacd-59 I'm sorry this happened and I understand your frustration. Going to your payment source is your best bet, just make sure you have the proof. I don't know that camera footage can easily be sent to your payment provider, so I'd focus on documents that can be scanned or saved, then uploaded.
The only proof you say you have is your Ring camera footage. Did you submit this to eBay? I'm asking because I don't know of a way for you to easily do that but you say you provided them with definitive proof. I hope you can clarify, so I can then offer you additional thoughts on your issue.

"They said they used ebay SpeedPak. After the purchase they indicated they shipped 2 packages - one via USPS with no tracking and one via FedEX with tracking to a different home in my town".
Which tracking number showed up in your purchase history? Sellers can only add one tracking number to a listing, so they must have sent the other through ebay messages. SpeedPak typically hands off small packages to the USPS after a package arrives in the U.S. and clears customs, so that was likely the tracking number that was posted to your Order details. If that was the service used for final mile delivery, you can get the info needed to get a refund by appealing the original ebay decision, which is handled by a computer that can only look for a delivered scan in your zip code. To get that info you need to:
Go to your P.O., You need to bring a copy of your order details page which shows your address and the tracking number with you. If you bought using a phone or tablet, you can bring that to show the clerk the order details. You want to ask the clerk to check the label address against yours on the order details page, and also to check the Package type/size/weight info to see if was is appropriate for what you should have received. If you can look up the Mfr.'s specifications for the item and bring that with you as well.
If the info does not match up, you ask the clerk or Postmaster to write a note on USPS stationary saying in general that the shipping label's address was not the same as the one on your ebay Order Details page, and if applicable that the package type/size/weight was not right for what you should have received. Do not ask them to write specific address or package info, they cannot give it out. Have the clerk or Postmaster print their name then sign and date the note or just stamp the note.
You can then Appeal, and add a CLEAR photo or scan of the note to the appeal. That should be enough to win the Appeal and get a refund. You can appeal to ebay up to 30 days from the initial dispute being turned down.
If the final mile delivery was through FedEx, they will not write notes for you. However, one of their phone reps can have an email sent to you. I'd suggest opening a FedEx account and signing up for their Free Delivery Manager, enhanced tracking service. You may need the email to file for a refund from a card provider or bank.
eBay does not accept emails as proof of non delivery, because they can be faked, but card providers seem to accept emails from shippers. Again, the labels actual address cannot be given to you. Neither eBay or a card provider will accept Ring camera info because they can very easily be faked.
There were other Red flags you missed, the price of the item was much lower than others listed on the site, and the seller's location in China. The Chinese are responsible for the vast majority of the fake tracking number, and counterfeit item scams on this site.

·2 months ago@mudshark61369 It has been a while, but there have been times when selling items in a lot in a single listing I've had to split those items up into two boxes (e.g. A set of encyclopedias). I had no problem uploading each tracking number to a single listing.

·5 months agoWhat you should do next is to contact your payment source and get your payment reversed. Ebay goes by what the tracking number says. One of the packages had tracking. They are not supporting seller fraud as you claim. Many others have come in here with similar tracking complaints. It's a scam. After reviewing the sellers account I see your issues off the bat where you missed the red flags. This seller is from or buys from China and has zero feedback. Two red flags where you don't want to deal with them. How to protect yourself with any transaction is to review feedback, review profile to see if the seller lives in the US or in another country, avoid International purchases, and avoid sellers who are new/low feedback. You want to deal with established sellers only who you feel will follow through with the transaction.
