eBay and PayPal do a good job of protecting your privacy. However, if someone else knows your login info, they could login to your account and look at your purchase history and see what you bought.
We might possibly find out what you purchased by looking at a feedback you left for the seller, then look at their feedback profile to match the comment up, unless the seller has the listing marked as Private listing.
As for the Feds checking your purchases, I doubt they would bother unless you got on their radar, by searching online for info on certain things, making threats of some kind, or possibly were caught trying to buy something illegal to own in this country.
If you use Google to sign into ebay, They might track your purchases and start sending you "suggestions" that might show up in emails or notifications.
The only connection to eBay is that they are a payment source same as any credit card, not connected to eBay otherwise so you would see the same information as on a credit card transaction, Pay Pal having the same information as those credit cards.
If you are worried about the Federal Government knowing what you buy, maybe don't buy online.

The government already monitors everything anyway. For example, look up Echelon surveillance. Don't stop with the explanation of what it was back in the 1960's ... continue through what its scope encompasses today, at least the extent that has been discovered.
Click on your feedback profile when logged in and under received as a buyer, you will see the items you purchased. Now log out and do the same thing. You cannot see the items you purchased. You are only seeing specifics about the transactions because you were in them and you are logged in.
I am unaware of any way for the general users to match an order number (if that's what you mean as the example you gave is inconsistent with order number format ##-#####-#####--could that be for example the identifier by your credit card or PayPal?) with the item/buyer/seller. To give advice etc. we need the item number of the listing.
Is there any particular reason you are wanting to know?

·2 years agoBesides you, Ebay and the seller, no one else can see what them item is you buy.
Now, looking at your feedback, you get an idea of the type of items you buy, by checking the sellers listings.

·2 years agoNope, PayPal doesn't know much:
-- You bought something called a "Purchase amount"
-- in separate units of an unknown quantity each
-- unknown whether a product or a service
-- unknown it's tangible or intangible
-- for an unknown shipping cost
-- sales tax is unknown
-- from an unknown seller
-- tracking if any is never shown
-- to your actual shipping address
-- paid with your actual funding source.
This makes fabricated disputes and chargebacks much easier to win.
