Ah, the FRUSTRATION of buying three products, receiving none, and a partial refund.
So, you sit there, and the trees are leafing out, and your nose turns into a faucet, and your head swells up... Well, HELLO SPRING and tree allergies and pollen, and dust allergies, and cat dander... oh MY!
Well, go figure! Well, I figured that I could head to Merry Ebay and find a good seller with a good price, and purchase some needed Mucinex to remedy this situation. I found a good price, and I paid for three items. And made the purchase. I waited a week. Nothing. I waited two weeks. And then, I sent the seller a private message. A week went by. Then, I got a message back, after another number of days, "sorry my notifications were turned off, I'll send package right away." Nothing. Another week. At that point, return window was closing. Fast. So, I tried contacting the seller again. Nothing. Nada. Nihil. El Zilcho.
So, I asked Ebay Central HQ to step in. I had to fill out a complaint form, and it INSISTED that I give it a number. Zero wasn't accepted, thought that was the TRUTH. So, gritting my teeth I had to enter ONE. E bay got me a refund for that one item. Nothing about the remainder of the money I'd paid. I'm gritting my teeth now. OH, and no refund showed up on my credit card statement. My mistake -- I didn't check the seller's reviews... stupid stupid stupid stupid!
So, I'm out the cash, lose twice, the seller gets to hold onto that additional cash, along with the item. Do we have a small claims here? Does Customer Service, who closed the case, by the way, read these things?
Yeah, read it and either laugh, because you ain't in this leaky boat! Once bitten twice shy, huh?
Well, on to other and hopefully better things.. And, well, check the sellers' ratings, I guess.

·2 years agoIt sounds like you wanted to enter 0 because that's how many items you received. Is that correct? Not sure why you'd want to enter 0 otherwise.
As others pointed out, when you filled out the item not received claim form you were supposed to fill out the number of items you did not receive, which was 3.
By filling out 1 that tells eBay you received a package with 2 items and were only missing 1, so you got a refund for 1.
Misunderstandings happen but it sounds like you've learned what went wrong and won't repeat it - both with filing a claim and with vetting the seller. Take that as a positive.
Often with products like that the too-good-to-be-true prices are from drop-shipper sellers that don't have stock to fill the orders. What looks like a great deal is a headache waiting to happen and it's better to go with a more reasonable price. Also for products like that you want to make sure there's a clear published expiration date because sometimes the too-good-to-be-true pricing is from sellers that do have the product, but it's overstock/clearace/etc that's past the exp date. While the product may still be good, it could be less effective depending how far past the date.

·2 years agoNow that I understand that by eBay Central HQ you just meant that you opened a case, here's what I'm guessing happened. When you opened the case and it asked for a number it wasn't asking how many you received. It was asking how many you didn't receive. So your answer should have been 3. But because you entered 1 you were only refunded for 1. The best option now is to go to your payment source for the remainder of your refund.

·2 years agoNot sure exactly how you interpreted eBay's Money Back Guarantee for buyers; however, if/when a buyer does not receive his item or items, he has 30 days to open an item not received case with eBay.
After the buyer has waited 96 hours for a response from the seller and get none, he returns to the case and asks eBay to step in. He will be refunded in full.
From your message here, can't determine whether or not you did that or what process you followed. There is almost never a need for any further contact with either eBay or the seller.
PS: Might not be a bad idea for you to re-read the Money Back Guarantee so that you'll know what to do if/when a transaction goes wrong eBay offers very good help to buyers in that case and, again, no reason or need to contact seller or eBay as the process is pretty much automatic. In the situation where what you received was not what you ordered, you could have opened an item not as described case.

OP2 years agoHi, Ken: Well, aren't we ALL strangers until we get to KNOW eachother? How does one get to KNOW eachother? I guess one winds up playing "trial and error" by tossing their credit card information into the void, and hoping the product arrives. Now, 98% the item I purchased arrived. And in the state I wanted. One time I ordered what I thought was Community Coffee Breakfast Blend Instant coffee, and it came in Keurig cup form. After haggling, I finally got the seller to admit that wasn't what I ordered, and got a prompt, quick refund. Not like this.
But, yeah, as Heinlein would say, "Stranger in a strange land..."

I don't know how you contacted "eBay Central HQ", but apparently you didn't just go to your purchase history and open an item not received case. Had you done that, you would have received a full refund. For future reference you might want to read up on eBay's Money Back Guarantee. The MBG process is fully automated so there's never a need to contact anyone.

After the two weeks had gone by, and I hadn't received item, first I went to the seller contact, and sent her a private message, as I said, and another couple of days went by. Then, I received the aforementioned message from the seller, who said that "the notifications had been turned off." THEN I sent a message to Ebay HQ stating that I didn't receive the items. And then, after four days, I received a PARTIAL REFUND. No additional about it. What is "inr?"

Item Not Received. It's the claim to open with eBay which will lead to a full refund if the product doesn't arrive.

OP2 years ago*blushes in embarrassment* Ah! 🙂 You have me there. Okay. Well, TBH, I DID click on that, and, after a time, I was issued/granted a partial refund. Not the full, mind you, but maybe a third of what I was owed. Thanks for answering that question to me. 🙂

OP2 years agoAha, by the way, and pardon me for responding twice... to be absolutely specific, when I did NOT receive the aforementioned products, I first went to Purchase History, went to the item itself, first scrolled down to "more actions", and then clicked on "contact the seller" and then, when that warranted a limp reply, but no action, I then went BACK to "more actions" and then, clicked on "I didn't receive it." Additionally, I clicked on that link you sent, and got this message: "You have received a refund in your favor of [partial refund." Zilch about remaining amount, which is majority of cost. IS there (and I am asking) further action in buyer's guarantee?
also, I got a message stating case was closed, no further action. IS there another action I could have done? am I simply just not seeing it?
Okay. I see the "charge back" section.
"When deducting an amount from the buyer's refund, provide information to your buyer as to why you didn’t issue a full refund" I didn't get any information from seller about partial refund.

·2 years agoOh how simple it would have been if writing to express rather than to impress/entertain.
We now see that you followed the steps correctly, with just an issue with the # of items refunded.
Not sure if direct contact with "eBay" CS would/could correct.
Looks like, as suggested, CC may now be the path to take.

·2 years agoYou always have the option of opening a chargeback dispute with your credit card issuer, who is usually more concerned with your needs than Ebay.
If you used PayPal, though why anyone would is beyond me, they have a dispute process which has a larger window than Ebay.

OP2 years agoHi, Tobacco... etc.,etc.,etc. What is a "charge back"? Do you mean, go through the credit card issuer, and start a refund request that way? Well, yes, done done and done. Thanks for that great suggestion. I had sent Ebay HQ multiple messages, along with feedback. No response, except for those that I received after this, ahem, lament.
This is really the, well, first time I've had this bad an issue. I guess I need to count myself lucky....?
