A bid is a binding contract. When you bid on an item in an auction, you're committing to buy it if you win. It tells you that when you are placing the bid.
Only a seller can cancel your bid. But why would they? They lose time and money with games like that.
And if you don't pay the seller can cancel stating you didn't pay giving you an unpaid item strike 2 of those within 12 months will get you blocked from bidding and buying.
If you don't really want the item then don't bid. If you bid and win you pay.

Why would you bid just to cancel in the end? This is not how Ebay works. If you don't want the item, then don't bid and waste the sellers time. This is not a playground.
It sounds like your bidding on your own items to raise the prices this is illegal on ebay. Don't do it. Don't bid on things you don't intend to pay for either. These are bad activities on ebay.
It's up to the seller. Do not place bids unless your sure you want to purchase the item. It wastes the seller's time and money. As a general rule NO you can't.
