You're involved with a scammer. Someone is trying to make you believe you're protected because eBay is handling the transaction but eBay isn't handling it. They never send an invoice and call it a Protection Order.
eBay doesn't use protection numbers. You found something, probably a motor vehicle, on another site and were told the sale would be handled through eBay for your protection.
Think about this a minute: Why would eBay ever be involved with a sale of anything on another site?
You are dealing with a scam attempt. Discontinue all contact with this person and report that listing to the site where you found it.
Not at all as there is NO such thing. Let me guess, you found an item on another site and were told eBay would handle payment and delivery to protect you? You were told to pay with gift cards?
eBay never assists in sales or payment of items on other sites. It has to be listed here to be an eBay sale. There is no other way. eBay will never tell you to buy gift cards. Your dealing with a liar and scammer that wants to steal your money.
If it's a number given to you in regards to a purchase on another site, then no, it's not legit. EBay has nothing to do with listings on other sites, but a whole lot of scammers want you to believe it does.

Forward the email to spoof@ebay.com.
Report the listing on the site you found it.
eBay doesn't handle payments on vehicles.
There's never an inspection period.

You were sent a fake email(?) from a scammer.
Don't send money.
Stop communication.
Report the scammer to the site where you found the scam item. They are trying toclean up their site too.

I agree with @kathiec 100%. I've never heard of a 'Protection ID Number' relating to eBay at all. Be afraid...
