When i list any product there is an error that is

The restriction will be removed when you enhance the buyer experience.
You can sell to other countries and continue to make purchases. However, you will not be able to update the duration or quantity of the listings currently available to the US or Canadian market.
Registering new accounts to avoid restrictions is not allowed.
i have 100% positive feedbacks
but still cant list any item i have talk to ebay but still they cant set up
so please tell my how i can fix this issue
