You cannot list an item because you have a private Feedback profile

I have repeatedly confirmed that my feedback setting is "visible to everyone", but I cannot list an item for sale no matter which browser I use, even with cookies and history explicitly erased. Tried bebooting computer and started eBay session as 1st app with Chrome and Firefox, zero residue cookies or history, same problem.

I have an image of the error windows but "You do not have permission to upload images."
