You’ve reached a temporary buying restriction. You can only buy items where you can pay immediately
Created new account. Is it just a matter of time? I get this after adding a credit card to my account and I tried both "add to cart" and "buy it now".

Yes, the more purchases you successfully complete, the higher your limit will eventually be. Until then, try to minimize your open transaction limit by limiting the number of simultaneous outstanding bids, offers or cancellations you have at any given time. Each bid, offer, cancellation or unpaid item counts toward your total outstanding, so you may need to wait until an auction win is paid for, or for an auction to end with someone else winning, or for offers to either be accepted and paid for or rejected or expire.
If you are bidding, you may want to wait until near the end of the auction to bid your maximum amount once rather than trying to bid multiple times on multiple items. Similarly, with offers.
