Wrong location
Ebay will not allow me to buy a gun sight bc it thinks im in an unauthorized location, but thats not true. They can clearly see that I live in the USA from my delivery location. The only reason I can imagine is that my VPN was set to Mexico. How can i still buy it or correct where Ebay or the seller thinks I am? And ive tried setting my VPN back to the states and I contacted the seller.

Try making a purchase without using a VPN at all.
If eBay thinks you are actually not in the US, simply disabling the VPN may not be sufficient.
If you are unable to purchase using this account, try purchasing using another eBay account or as a guest while using a non-VPN US network connection.
