You should sent an apologetic note to each buyer letting them know about your mistake. Ask each to open a not as described return when they receive the package, so you can have return labels issued. Refund the buyers’ payments when the returns are received. Ask each if they still want the item, perhaps offer a little discount for the hassle. Relist and let them buy it again (or relist for a new buyer to purchase).
It sounds like one buyer is going to receive a postage due notice. In that buyer’s note, explain that you may need to send them money to pay postage due before they will be able to take delivery and then open a return. Ask how they would like you to send the money - PayPal, zelle, Venmo, any method outside of eBay is OK. You can’t refund against the order since you are going to owe them a full refund when the return arrives.
It may be tempting to ask them to ship to each other, but it is not a good choice - you’ll wind up with 1 buyer with 2 items, the other with none.
You might get lucky and your PO may return the heavier package to you for correction, but they may not catch it this time of year.
