Why does my Ebay app show decimal points in two different ways?
I want a comma a thousands seperator and a point as decimal character everywhere. I can’t find any settings to change that.

Even though you are in the US, it appears you are interacting with eBay UK in the first photo - it's showing British Pound Sterling.
Try going to eBay.com , log in and look at your items.
Or try https://www.ebay.com/mye/myebay/summary
If you are on the app, close the app (swipe up) and reopen it.
