Wrong code number

Question

I bought a $30 eBay card from a Postal office yesterday, I peel off the eBay card tab and use the 9 digit code to purchase, but said it was not right and should have 13-digit code. I went back to the postal office, they open another new one on the stand also with 9 digit only, but the postal officer said they can not do anything to refund my money. I want to hear from eBay, how can I get back credit back.
