Wrong address was put to on my package by someone other than myself

I have used ebay and paypal before. Recent order paid for. Did not receive and found out someone put wrong address and my name had extra initials added on the package. I have tried for days to resolve using help prompts . It does not recognize my order even though I have used my order number. The item does not show up in my queue to chose.
