Wrong address
I'm curious as to how eBay is still in business right now. When you can't talk to anybody the site makes you go in circles and you get hung up on when you try and call. Then you call FedEx and they tell you that you have to contact the seller. Then he contact the seller and they say oops sorry we'll just refund you. And then you're out whatever you bought for whatever price.

That’s where the buyer is to verify address and payment info before finalizing purchase.
The seller fully refunded you, correct? So, how are you out anything?
