eBay does not use feedback to judge sellers. eBay uses other metrics entirely, such as the number of cases closed without seller resolution, transaction defect rate and late shipment rate. eBay needs to be judicious in balancing how it treats all sellers.
Buyers selecting sellers to do business with are not constrained by the need to be fair or impartial. A buyer is entitled to decide not to do business with a seller for almost any reason imaginable, and the buyer is not required to justify or explain that decision.
Feedback is for buyers to use to judge sellers. If a seller does not meet your individual feedback requirements, you can choose not to do business with that seller regardless of whether eBay takes any action or not.

Why would anyone enter into a transaction with someone who has ‘so many complaints’?
That information was there but most people don’t look at feedback until they have a problem.
