Winning bidder requested auction cancellation, then messaged me to not cancel and now hasn't paid
Buyer messaged me after winning a $700 auction that he wanted to Cancel purchase due to "item wouldn't arrive in time", then messaged me that he mis-read the arrival date and he still wants the item so I declined the cancel request per his request and now after 4 days he hasn't paid and isn't communicating. eBay won't let me cancel sale due to me declining the first cancellation. Any work around for this, can I just re-list as a sell similar item?

There is no work around. I would put the buyer on your blocked list, then use sell similar.
