Winner buyer doesn't want to pay
I sold an item in auction and the winner buyer of the auction doesn't want it anymore saying that he didn't read in the listing that it is pick up only.
I don't want to cancel the order.
Should I file a complaint and how?

Why wouldn't you want to cancel the order?
You can cancel by choosing EITHER 'Buyer requests cancellation' OR 'Buyer hasn't paid' ... BUT you cannot force the buyer to purchase the item. Choosing 'Buyer hasn't paid' puts a strike on the buyer's account. If you don't cancel ... the transaction will time out by itself in about 2 weeks.
[I would think it's rare to run an auction for a 'Local Pickup Only' item ... so it is especially understandable that a new buyer wouldn't check whether an item actually shipped. I would consider listing the item as a 'Buy it Now' with Best Offer if you plan on relisting it. Better luck next time!]
