Will not give a refund when sent to my billing address not my residence
I ordered items that subsequently went to my billing address in the US. I live in Portugal. When I saw the error I contacted the seller. He refunded the part of the order not shipped but not the part he already shipped to the billing address. I cannot contact an agent because I live in Portugal. Ebay refuses to refund me claiming the items were delivered. They were but to the wrong address.
