Have you had a previous transaction with the seller?

Have you paid for all of your purchases on Ebay?

Sellers are able to set their buyer requirements to:

Block buyers who caused cancellations of ___ unpaid order within____ month(s)
Block buyers whose primary shipping address is in a location to which I don’t ship
Block buyers who are currently winning or have bought_____ items in the last 10 days (from that particular seller)
