Why would eBay commerce inc need a $200 eBay gift card to open a dispute?

Package supposed to have been delivered to wrong address error on delivery label. My eBay has no record of my purchase PayPal billing is eBay commerce inc PayPal says the tracking shows delivered??? Scam PayPal goes by tracking. Why no record on my eBay. Received several emails as ordered shipped delivered?????

If someone is asking for a gift card you are not dealing with eBay. You most likely found a phone number from a Google search, and clicked on a paid ad taken out by a scammer. Scammers create fake pages and take out ads pointing to those pages when certain keywords are used in an internet search. The ad has a phone number that leads to a scammer who pretends to be eBay and either asks for a gift card to "fix" your account issue or that asks the user to install remote desktop software so that the scammer can gain access to the user's computer and steal credentials or initiate transactions on the user's computer.

If the seller has a tracking number that appears to show delivery, even to another address, that may cause you to lose an "item not received" case with eBay.
