Why won't this transaction go through?
I'm trying to figure out why an international shipping sale I just made is being blocked. This is what I'm getting from the buyer.

Yes, I have international shipping enrolled.
I've tried getting help from Ebay, but live support is unavailable, and when it offers me the option of "Have us call you," it doesn't let me click on it, I just get this red strike-through emoji.

Not all items can ship to all countries. What country is the buyer in?

This particular listing blocks these locations:
Barbados, French Guiana, French Polynesia, Guadeloupe, Libya, Martinique, New Caledonia, Reunion, Russian Federation, Ukraine, Venezuela
Most of the above countries are on eBay embargo list and nothing can ship there.
