Why won't eBay let me give my buyer a shipping discount?

The buyer did not request an invoice and wants a refund for some of the shipping but ebay won't process it.

Couple of points I want to check:

First off, your recent sales have small items with low shipping costs (for my location)

Keep in mind, your buyers usually are offered the retail rate for shipping, and you get priced a discount as the seller. Those price difference can seem quite large sometimes. But this is a perk for being a seller.

Now you have the option to offer that lower rate directly to the buyer when they check out. But I also caution sellers here, as the way its normally setup you have a bit of a buffer in case you make a packaging mistake and under charge, whereas if you charge what you actually pay, you could pay more if your final package isn't what you guesstimated.
