What options you see may depend on your particular issue and how busy that department is at the moment.
Try entering "agent" into the chat window. You may have to provide some context to reach the correct department. If you see a "Still need help?" or "More options" choice, either of those should lead to a call back option.

The only problem with what you have suggested. The Automation chat is not functioning. One cannot ask to chat with an agent. I have used the 800 number as early as last week I was able to speak with an actual person. As Of Today They have blocked it. Ebay is definitely going in the wrong direction. It actually appears they want to continue their downward spiral.

I have an 800 number too but stopped using it when they switched to Request a call back. I have never had any issues with that process and while few, eBay called me back often in less time than the wait time listed on the call request. I don't use Social Media so those are not options for me.
Your account appears to be a Buying account, how familiar are you with the eBay Money Back Guarantee? Many processes are automated not requiring a conversation with anyone. eBay Money Back Guarantee policy

I noticed After The Purchase The Address I Had Entered Was Incorrect. I Sent a Cancelation. Ebay Just Now Sent An Email That The Order Could Not Be Cancelled the Item Shipped Already. Imagine All In Four Hours. It Has Not Shipped
I see a 4 minute wait time quoted on that page for a call back.
If you cannot get a call back, try social media.
Sellers are not required to cancel just because a buyer requests it; some sellers may be drop-shipping, and once an order has been placed the seller may not be able to undo it, even if it has not received an acceptance scan officially.
Buyers can change the shipping address at checkout right up until payment is sent. After that, the shipping address for that transaction cannot be changed.
The seller is required to ship to the address that comes with the payment or lose all protection in the event of an "item not received" case. Scammers often send messages urging the seller to ship to another address, so sellers are rightly wary of such requests.
The seller can cancel the transaction and relist to allow the buyer to purchase again and provide the correct address, but sellers are not required to do any of that.
Changing an address stored in the eBay account for future orders:
Go here to update all the various addresses associated with your account:
Make sure the correct address is designated as the Primary Shipping Address -- that is the address that should appear by default at checkout. Delete any old addresses you no longer use.
This is if it was in a normal Sphere. But ebay's web site has been acting up. It's Been Bonkers. I am well aware how things work. This isn't my first Rodeo. But For ebay to send me a notice that the item shipped within a 4 hour period is insane. These Are Tires Hardly going out that fast. Besides just heard from the sellers customer service. They're contacting their warehouse to STOP. ebay Blatantly lied not being able to cancel. I would report this, but impossible to reach Corporate Offices. They're All In A Cocoon.
Glad you were able to contact the seller and get the seller to cooperate.
Without the cooperation of the seller, eBay cannot guarantee that the order can be canceled, which is why you need to contact the seller rather than relying on eBay to be able to stop the order.
