You are not "ban", you are simply subject to being blocked by sellers who set up their Buyer Requirements to do so (and likely also took a hit on your overall buying limits which you might or might not run into in the future).

Why? Because sellers and eBay want bidders who timely pay when they win, not those who bid and then run off before payment without making arrangements to timely pay, and then complain that there are consequences to their actions followed by inactions.

Being on vacation is no reason not to pay your bills. If you were going away, you should have held off on bidding until you returned, if you wouldn't be able to pay.
