Why shipping cost are involved in case of partial refund?
There is something I am seeing for some time now and it bothers me.
I help someone can clear it up.
When we issue partial refund for whatever reason - most commonly due to customers sending an old board back for which we pay them as per our listing terms, but could also be for other reason, say small discount to take care of a minor problem the customer noticed or one that was induced in shipping - eBay now breaks now the refund of the customer in the following way:

It looks like the shipping cost gets proportionally adjusted even though that has nothing to do with the reality as it clearly would cost the same to ship a perfectly functional item and an item with a chipped off corner or other minor defect or - as in our case - just buy back an old board.
So why is the shipping getting involved and adjusted at all?
