Why no full refund for truck bed liner?

I have returned the bed liner in original condition but the seller has refunded half of the price stating not in original condition. Why to refund if it is in damaged? I have returned the bed liner in their original box. This eBay seller is a cheater. He has refunded half of the price stating not in original condition. He has lied. This is a big lie. Not good to purchase from the eBay
