Why no ESE shipping option when creating an label ?

Have never had this issue before but I have a * Pick Your Card * BIN Auction with the shipping set up for ESE as the only option. Items are marked $2-$3 with free shipping. But when I go to print the shipping label there is no option for ESE envelope. Weight is marked as 2 oz with envelope size 11x6x6 and the ending price is well below the $20 limit.

What am I missing ? I obviously can't eat $4.16 in shipping on a $3 card

Revisit the size of your envelope. The thickness can be stated as zero.
