Why is there tax Tax on shipping costs

I recently purchased an item and noticed there was sales tax charge on the shipping cost. This does not seem correct?

"I recently purchased an item and noticed there was sales tax charge on the shipping cost." eBay will add sales taxes to the price of the item and to the price of shipping . . . . . . when the laws of the state of delivery require sales taxes on shipping costs. Five (5) of the 50 United States charge no sales taxes on anything. Of the remaining 45 states, more than half of them do have that requirement -- that buyers pay sales taxes on shipping costs (in addition to the price of the item).
