Without more information we cannot help you. If you were trying to place a bid using the app, try logging into ebay the classic way with your username and password using your device's browser.
If you are trying to bid on an item from a seller with a low feedback number in ( ) after their name, their Buyer requirements settings may be preventing you from bidding on their items. There is one default setting that prevents buyers who have bought or bid on (1) of their items in the last (10) days from biding or buying again until 10 days have passed.
