Why is my feedback score stuck at 49?

Why is my feedback score stuck at 49? I have received more positive feedback since then. I think it has been stuck at 49 for a few years. I feel like I deserve the next star level, and I want to work my way towards 100, but it isn't counting my progress. Does anyone know what's going on?

The positive Feedback percentage is calculated based on the total number of positive and negative Feedback ratings for transactions that ended in the last 12 months, excluding repeat Feedback from the same member for purchases done within the same calendar week (eBay time).
Note: This could mean that the number of ratings used for this calculation is different from the same number shown in the recent ratings table on the left.
Positives / (Positives + Negatives)
This member's 12 month Feedback ratings
Positives: 2 Negatives: 0
This member's positive Feedback percentage
2 / ( 2 + 0 ) = 100%

If you hover over the i next to your feedback %, you will see this ^^. You haven't received much feedback in the last 6 months.
