Why is it that eBay sends me a message I can't sell Elephant Cowboy boots but they have them listed
them listed everywhere. And they sell at major boot outlets,,

You received the message because you are not allowed to sell products made from endangered species.

I took a look at several of the other listings you referenced and saw that many of them are "elephant print" - not made from actual elephant hide. Those would be OK to sell.
If a listing violates policy, you can use the report option found at the bottom right of the listing (click the question mark) to bring it to eBay's attention.

Look at the listing details (not just the titles in search. If it says "elephant print," they are OK to sell. If they are made of elephant hide, they are not OK to sell on eBay.
