Why is Ebay the biggest suck ass company to deal with when trying to close your account?

Ebay sucks ass.  I do not care if things have worked out for you or others with this company so I am not looking for opinions on this.  I owe $0.70 to Ebay in order to close the account however there is no way to pay it.  The virtual assistant offers no help and it will not connect me to a live agent(continues to "fail to connect").  So how do I get this numb-nuts paid to close my account?
