-Did you sell anything prior to the September 29th sale?
-Did you recently convert a Buying account to Selling and provided eBay with your banking information and SSN? Getting paid for items you've sold | eBay

Make sure the ebay registered name is EXACTLY identical to the name on your checking account, including middle initial or middle name.
Make sure you also register a physical street address, no P.O. Boxes. That can be changed later if needed.
