To bid on an item successfully, bid the most you are willing to pay and not a penny less. eBay will use enough of your max bid to keep you in the lead if others are also bidding until/unless someone bids more than your max. If they do, you won't be disappointed as they were willing to pay more than you were.
As for notifications, check your communication preferences in your Account Settings and adjust as needed here:
