Each US domestic Seller's listing has a City and State shown in the shipping cost section of the listing.
Foreign Sellers who ship here will have their country listed.
Now, having said that, there are some foreign Sellers who violate eBay policy by NOT accurately stating where their items ship from. If is always good to read a Seller's Feedback history, some receive less than Positive Feedback regarding deceptive item location.
