Why does eBay make it so crazy difficult to report fraud?

Question

I tried to buy printer ink and was sent a fraudulent item. There are options to contact the seller or to request a return, but none to report a seller. I hate this.

I am sorry that you had a bad seller. You are covered by the eBay Money Back Guarantee. This not only gets you a full refund but also goes on the sellers record.

You have 30 days from date of delivery to file an item not as described refund request on eBay.

Select the return item button on this page: https://www.ebay.com/help/buying/returns-refunds/returning-item?id=4041

Doesn't seem authentic for the reason.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.

See this link to the USPS website that shows which countries have delivery confirmation for 1st class international packages.

The best way to report that you received a fraudulent item is to open an Item Not As Described case. eBay has a 30-day Money Back Guarantee for Buyers. As long as you open the case within 30 days after delivery, you are covered by your Buyer Protection. Once you open the case, the Seller is required to respond and refund in full. If you also want to report the Seller, use this link

Just reporting the Seller will not resolve receiving a fradulent item. You would need to open the case to start the refund process.
