Why do sellers get a tracking number and then not ship?
I’ve got a seller right now who I bought an item from, and they’ve got a tracking number In the system. The carrier (USPS) hasn’t received the item. We’re now past the estimated delivery window and the item still hasn’t been sent. They didn’t respond to my request for an updated shipping date.

Really sorry that happened ... the date you want to keep an eye on (which you already have) is the original estimated delivery date. One day past that is when you can process a claim.
You are protected by the eBay Money Back Guarantee for 30 days from the latest estimated delivery date: eBay Money Back Guarantee policy
You can file a claim via the item in your Purchase History that you did not receive your item one day past the original estimated delivery date and up to 30 days after that. Follow the steps in the claim and they will lead to an eventual refund.
You can report a Seller here: Report an issue with a seller | eBay
