Why Do My Orders Show "Return Completed" but No Refund Was Issued?

Hello,
I am looking for guidance regarding three historical eBay return cases.
All three order detail pages currently show the status "Return completed".
I followed the official eBay return process, submitted return requests, returned the items, provided supporting documentation, and later submitted appeals when no refunds were received.
All appeals were denied. However, no appeal decision explained the specific reason why the refunds were denied.
My question is not whether I can submit another appeal.
My question is:
How can orders be marked as "Return completed" while no refunds were issued?
Is there a specific eBay policy or case outcome that would allow a return to be completed but still result in no refund?
Additionally, to the best of my knowledge, neither eBay nor the sellers ever informed me that the returned items were damaged, incomplete, altered, counterfeit, used beyond inspection, or otherwise ineligible for a refund.
At no point during the return process, case reviews, or appeals was I advised that there was any issue with the condition, quality, appearance, completeness, authenticity, or eligibility of the returned items.
If there was a problem with any returned item, I would have expected that issue to be identified during the return process, the case review, or the appeal review.
For this reason, I do not understand why the returns were completed but refunds were not issued.
Another detail that may be relevant is that one of the sellers involved is no longer a registered user on eBay, although I do not know whether that fact is related to the outcome of these cases.
I am not requesting a new appeal through this forum.
I am simply trying to understand the specific reason that prevented refunds from being issued after the returns were completed.
If there was a policy violation, an issue with the returned items, or any other factor that resulted in the denial of the refunds, I would be grateful if someone could explain what that reason may have been.
Any guidance from experienced community members or mentors would be greatly appreciated.

I would try contacting customer service, the best option is social media.

If eBay does not help you then you will need to file a chargeback with your payment method. eBay can no longer help you once you contact your payment method so save that option for last.
