why do i have to promote my listings before i can send offers

I promoted listings before, had more viewers, but was not profitable for me. I wound up selling my items for cost, so I ended promotions, which made my listings "frozen" meaning I couldn't send offers to anyone when I clearly have watchers on 3/4 of my listings. I want to start sharing, but I have to have someone do it for me, which just leaves me now sending offer to 1 or 2 watches and only 1 o- 4 offers a week. My selling has really slowed down. I'm a really small site with less than 50 listings at a time.

@sterlingtreasury Ending the promoted listing campaigns should not have any affect on being able to send offers to buyers. I ended a lot of promoted listing campaigns and can still send offers to buyers on eligible listings.

Here are the rules>>>

Here's how:

Go to My eBay Selling or Seller Hub Active.
Select Send offer beside the eligible item (or Eligible to send offers, if you're using Seller Hub).
- Not all listings are eligible. Eligibility is determined by a number of factors, including age of listing, listing format, and rules that manage the number of offers buyers receive
- Items must be in the buyer's cart for at least 2 days to send an offer ( although this is not correct because I send and receive offers for items that were only VIEWED)
Select an offer price.
- The amount must be at least 5% less than the Buy It Now price
- Shipping will not be included in this price
In Seller Hub, if you don't want to let buyers counter your offer, select Don't allow counteroffers.
Add a message to buyers.
Select Send offer to buyers.
