Why do I have additional shipping charges after I have paid for the shipping?
I paid $66.58 Economy Shipping for an item.
I've received an email from the Vendor/Seller to pay an additional $29.90 Import Fee or I will not receive the item.
Is this a normal practice?

Yes, buyers are responsible for any import fees. The carrier - fedex, dhl, usps, etc - will contact you with information on how to pay the import fees.
