Why do i get error massage when making an offer ?

I already register a credit card and bought an item recently with it.
When trying to make an offer there is a window opened asking again for the payment method. i choose this credit card (typing again all the details) but this massage appears:
"We couldn't verify this card. Please select a different payment method" - why is that 😞
