Why did I get charged a portion of the shipping?

The buyer paid for the shipping but when I printed the label from Ebay . I was charged even more for the shipping. I am paying for than the buyer. Why did this happen? I am not happy about this. I am losing some of my profit on a low cost item.

To know what happened can you provide the item that this happened with along with the package details (dimensions and weight) along with the two different prices.

The item was a jacket. The seller paid $6.15 shipping. When I went to buy the label from Ebay, it charged me $9.52 for label. Why didn't it charge the buyer the full amount? I was just trying to understand. It was only a few dollars. I copied and pasted below.
