Why cant i send offers to my watchers?

How or what to change on my listing so I can send offers to my watchers. I've read everything. That tab is not shown,? Why?

Not all categories are eligible for offers. Also, some watchers may have opted out of receiving offers, or may have already received the maximum number of offers already.
