It has been more than 60 days since the transaction occurred (end of auction, offer accepted, BIN paid or committed to buy whichever is earlier).
There was a case opened or a transaction canceled that was resolved in a way that does not allow one or both parties to leave feedback.

Did you file a case, Asked ebay to step in, and a refund was issued?
In those cases, feedback cannot be left.
