why can't Ebay do what Mecari & other online sites do???
why can't Ebay do what Mecari & other online sites do by applying a seller's credit sales toward a purchase without asking for personal banking information, especially when sites are being hacked more & more???

You must provide the financial info needed to send payments to your bank. Once set up and selling regularly, you may be invited to enroll in spendable funds, where your sales proceeds can be used for purchases. This feature is not site wide, and not offered to occasional sellers.
No one can answer the why - every company sets their own rules.
